Roy Billinton

Biography

Dr. Billinton has provided consulting services to virtually all the major Canadian electric power utilities and to many other organizations around the world. Over 100 individual utility courses dealing with power system reliability evaluation have been presented.

Dr. Billinton has authored or co-authored eight books on reliability evaluation and over 775 papers on power system reliability evaluation, economic system operation and power system analysis. Dr. Billinton is a Fellow of the IEEE, the EIC, the United Kingdom Safety and Reliability Society and the Royal Society of Canada. He is also Chairman of the Canadian Electrical Association, Consultative Committee in Outage Statistics and a Professional Engineer in the Province of Saskatchewan.

Research Projects

Dr. Billinton is actively involved in research dealing with engineering system reliability evaluation with particular emphasis on electric power systems. This research deals with reliability and availability assessment in general engineering systems andin electric power systems. The concepts and techniques developed by the Reliability Research Group have been applied in a wide range of power system applications. These include work in generation capacity planning, composite generation and transmission system evaluation and distribution system analysis. A present focus of the research is to combine power system security considerations with the more conventional adequacy assessment techniques to create an overall framework for power system reliability assessment.

The Reliability Research Group has pioneered the development of reliability worth/reliability cost concepts for power system optimization and decision making. This work includes the development of methodologies for the determination of customer interruption costs due to power failures and extensive surveying in Canada to determine practical customer damage functions. The incorporation of reliability worth assessment in electric power system analyses is an ongoing and primary research area.
